To ask the Secretary of State for Foreign Affairs whether the Brussels Conference will consider the possibility of an arrangement being arrived at between friendly Powers that service weapons which are discarded shall not be disposed of to the manifest detriment of any friendly Power.

(Answered by Secretary Sir Edward Grey.) The Conference now sitting at Brussels has for its object the framing of regulations more stringent than those provided for by the Brussels Act to restrict the import of arms into Africa. Such an arrangement as the hon. Member suggests would hardly come within the scope of the Conference.
