I beg to ask the Under-Secretary of State for India whether, in order to improve the service of the Indian Post Office and put an end to the numerous petty thefts constantly taking place therein, it is proposed to increase the rates of pay now given to postal servants and thus induce a better class of workers to enter the service.

MR. BUCHANAN

I am not aware that petty thefts are constantly taking place. The information at my disposal points to the conclusion that the number of offences by postal servants is extremely small, and I have no reason to doubt that they discharge their duties satisfactorily. Increases of pay have recently been granted in many cases, but the ground has, as a rule, been heavier work, greater responsibility, and higher cost of living.
