Motion made, and Question proposed, "That the Bill be now read the third time."

said he would like someone in charge of the Bill to give the House a little information about it.

Attention called to the fact that forty Members were not present. House counted; and, forty Members being found present,

said that as he was not a member of the Standing Committee he had not had an opportunity of ascertaining whether the Bill had been altered in Committee. This appeared to him to be another measure which had been substituted entirely for the original Bill.

said that no such change had been made by the Committee upstairs.
