MR. NANNETTI (Dublin, College Green)

I beg to ask Mr. Chancellor of the Exchequer whether he is aware that, according to the provisions of Section 8 of the Finance Act of 1902, the Commissioners of Inland Revenue may authorise the use of spirits, without payment of duty, in art or manufacture; and can he state what special conditions other than those set out in the section have to be fulfilled by an applicant who desires to avail himself of the provisions of this section.

MR. HOBHOUSE

The conditions with which an applicant is required to comply, other than those set out in the section referred to, are mainly administrative, and a copy of them can be obtained upon application to the Board of Inland Revenue at Somerset House.

May I ask the hon. Gentleman whether, if I can give him a concrete case of refusal to allow the privileges set out in Section 8 to a manufacturer in Dublin for the purposes of his trade, and who is willing to give the undertaking specified in the section referred to, will he see that instructions are given to the applicant as to the steps he should take to have the permission asked for granted?
