I beg to ask the President of the Board of Trade whether he is aware that in the regulations and bye-laws dated 5th March, 1907, to govern electrical tramway traction in London, power is given to the Board to insist that every motor-carriage used on the tramways shall be fitted, if and when required by the Board of Trade, with an apparatus to indicate to the driver the speed at which it is running; whether such regulation has been put into force; and, if not, whether he will state the reason for the delay in carrying it into effect.

I am aware that there is such a Regulation, but the fitting of speed indicators on tramcars has not hitherto been required, as no satisfactory appliance of the kind was available, so far as was known to the Board of Trade. I am, however, now advised that the time has come when the matter should be further considered, and I propose to communicate with the London County Council and the corporations of other large cities on the subject.
