§ THE UNDER-SECRETARY OF STATE FOR THE COLONIES (Mr. CHURCHILL,) Manchester, N.W.Sir, I have submitted to the Secretary of State a series of reports and communications upon various public matters with which I had an opportunity of becoming personally acquainted in Malta, Cyprus, Northern Somaliland, British East Africa, and Uganda. These reports must be regarded as confidential minutes for the information of my noble friend and certainly could not be published in any form.
