I beg to ask the President of the Local Government Board if he will state, for the United Kingdom, the numbers of unskilled working men at the censuses of 1881 and 1901, and their proportions per 1,000,000 adult males at the censuses.

I have communicated with the Registrar General on this subject so far as England and Wales are concerned. He points out that the occupations are not given in the Census Reports of 1881 and 1901 in such a way as to enable a distinction to be drawn between skilled and unskilled working men.
