I beg to ask the Postmaster-General whether postmasters outside London have to sign a document saying that they are unable to find men to act as casual postmen at Christmas at 4d. an hour, before they are entitled to allow them 6d. an hour; and, if so, will he consider the advisability of changing this practice.

I am not aware of any case in which a postmaster has been asked to sign a document of the kind. Perhaps the hon. Member will furnish me with the document in question, and I will then inquire into the matter.
