To ask the Secretary of State for Foreign Affairs whether the new system for the control of the recruitment of labourers for the cocoa plantations of San Thomé and Principé has yet been inaugurated; and, if so, whether it is working satisfactorily.

(Answered by Secretary Sir Edward Grey.) Amended regulations for labourers emigrating from Angola, Guinea, Mozambique, and foreign countries to the islands of San Thomé and Principé were published by the Portuguese Government on 9th May last. Since that date, Captain Paulo Cid, of the Portuguese Navy, was despatched on a mission to study and adjust the questions relating to the engagement of labourers for the islands. I have, as yet, no information as to the progress of Captain Cid's mission.
