To ask the President of the Board of Education whether it is the intention of the Government in the Education Bill now before the House to repeal Section 97 of the Education Act of 1870, which enacts that the grants to provided and to voluntary schools shall be on the same scale; and if not, whether the grants proposed to be made to schools that contract out, as set forth in the First Schedule, will be made also to council schools; and, if it is the intention of the Government that the grants as set out in the First Schedule of the Bill shall not apply to the council schools, can he state what proposals the Government proposes to make as regards the annual grants to council schools.

In the figures given above the staff of higher elementary schools are included. With regard to the latter part of the hon. Member's Question, the remaining items cannot be shown separately for voluntary and council schools, and in some cases cannot be separated from each other. I am considering whether accurate figures as to any of the headings can be obtained. It is in any case impossible to distinguish rates from taxes and insurance.
