I beg to ask the Secretary of State for India, in view of the fact that on the 18th July last the Bombay Government stated that they had forwarded to the Government of India a memorial from the Cutchi inhabitants of Bombay relativeto the proposed Bombay-Sind connection railway, will he ascertain why that memorial has not been submitted to him; and will he consider the points set forth in the memorial before a route is definitely adopted.

The original memorial referred to has not yet been received by me. Under rule a memorial is forwarded with a full statement of facts and an expression of opinion by the Government. I presume that the transmission of this memorial has been delayed pending the consideration by the Government of India of the questions involved. I will inquire and will consider the memorial before finally approving either route. Meanwhile, there is no immediate prospect of the construction of a line.
