I beg to ask the Secretary of State for Foreign Affairs whether he can now make any statement in regard to the programme to be discussed at the Hague Conference; and whether he can state the date on which the Conference will meet.

In the invitation which the Russian Government issued to the Powers in April of last year, certain topics were indicated which might be discussed at this Conference. These heads were published in the leading organs of the Press at the time. In accepting this programme as a basis for discussion, His Majesty's Government reserved to themselves the right of raising other cognate questions of international interest not specifically mentioned in the list of the Russian invitation; and the Government of the United States expressed similar intentions. As at present advised, the Conference will assemble at The Hague on the 15th proximo.
