To ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he has received a resolution, unanimously passed by the County of Donegal Committee of Agriculture, in condemnation of the by-law proposed by the Agricultural Department restricting the fishermen's rights of public fishing in the ocean off the congested districts of the county Donegal, in the sole interests of the Foyle and Bann Fishery Company which has the monopoly of the entire of Lough Foyle and its rivers and tributaries; and, if so, what reply has been given to that resolution; and what steps have the Government taken or do they propose to take in prevention of this incursion of public rights.

(Answered by Mr. Birrell.): The proposed by-law was submitted for the approval of the Lords Justices in Council, but they declined to approve of it. The by-law has therefore not come into force.
