To ask the Secretary of State for Foreign Affairs what negotiations are now in progress with the French Government about the New Hebrides Convention; and when he will lay Papers upon the subject accounting for the delay in dealing with the matter.

(Answered by Secretary Sir Edward Grey.) The date of the meeting of the Joint Committee to deal with Sub-section 4, of Article 10, will probably be in about a week's time. The date is being arranged to suit the convenience of the Colonial representatives. As regards the labour regulations, it has already been promised that Papers will be laid showing the conditions under which licences will be issued before any recruiting takes place. Till these conditions are finally settled the Papers cannot be laid.
