To ask the Secretary of State for India whether the Madras Government has under consideration the question of compensating landowners for the universal occupancy right conceded to their tenants by the Madras Estates Land Bill; whether that Bill takes power to Government to revise rents in zemindaris; if so, whether the Bill contains any provision that such power of revision shall not be exercised without the previous sanction of the Governor General in Council; and, if not, whether he will explain why the ancient zemindars of Madras are to be placed in this respect in an inferior position to the statute-created landlords of Bengal.

(Answered by Mr. Secretary Morley.) The Bill to which the hon. Member refers is at present under my consideration, and I am not in a position at the present stage to make any statement as to its provisions.
