I beg to ask the Secretary for Scotland, in view of the fact that the harbour at Portmahomack, Ross-shire, is quite unsuited to the requirements of the fishing population in the district, will he communicate with the proprietor with a view to ascertain on what terms he would relinquish possession of the harbour or place it in a satisfactory condition.

It would seem desirable that in the first place those interested, and not the Secretary for Scotland, should approach the proprietor.
