I beg to ask the Secretary of State for Foreign Affairs what are the exact terms of the proposed understanding with Russia; and whether the British Government is insisting, as a condition of this understanding, that the constitutional form of government in Russia as laid down in the manifesto of 30th October, 1905, should be guaranteed.

I am unable to make any statement as to negotiations in progress. With regard to the second part of the Question I must refer the hon. Member to the reply given yesterday to the hon. Member for Leicester, †

was understood to ask if the Government could not insist on Russia recognising the rights of the people.

Sir EDWARD GREY

replied that it was impossible to introduce conditions affecting the internal affairs of other countries into such negotiations as these.
