I beg to ask the President of the Board of Education if the expenditure upon new schools to be provided under the special grant will be controlled and supervised by local education authorities; and, if so, whether the lump sum thus paid to the authorities will be subject to Government audit and to the surrender of unexpended surplus.

The grant referred to will only be made in aid of expenditure actually incurred by the local authority, consequently no question of surrender is involved. The expenditure will be audited in the same manner as the other accounts of the local education authority. The Board's approval will be required to the plans of any building in aid of which a grant is made, and in considering whether the whole, or, if not, what proportion, of the cost shall be met from the grant the Board will, of course, ascertain that no excessive expenditure has been incurred.
