§ SIR H. CAMPBELL-BANNERMANI am sorry to say that on inquiry I find that a new Standing Order could not be adopted without considerable discussion. It is therefore impossible to proceed with the matter during the present session. The hon. Member will remember that my promise in relation to the Question was given on the condition that it would be possible to pass a new Standing Order with the assent of all parts of the House.
