I beg to ask the Secretary of State for Foreign Affairs whether the protocol agreeing to the increase of the Turkish customs has been signed; and whether the assurances received by the British Ambassador constitute an effective guarantee of the performance of the reforms in the customs administration.

MR. RUNCIMAN

The protocol has been signed. His Majesty's Ambassador at Constantinople has assured himself that the obstructions, which it was feared would be raised to the execution of the customs regulations, have been removed. Papers will now be laid as soon as possible, which will explain the conditions fully.
