MR. BRIDGEMAN

I beg to ask the President of the Board of Education whether any directions with respect of the educational qualifications of teachers to be employed, had been issued by the local education authority for the West Riding of Yorkshire under Section 7 (1) (a) of the Education Act, 1202; if so, whether Mr. Milnes possessed those qualifications at the time of his application for the headmastership of Royston school; whether the Report of that local education authority, as to the educational grounds on which consent to his appointment was withheld by that authority, is corroborated in any single respect by the Reports of the inspector of the Board of Education; and whether he will consider the desirability of publishing the Reports of the local authority and of the Board's inspector.

I have no information as to the first two paragraphs of the hon. Member's Question. His Majesty's Inspector does not concur in the view which the local education authority have taken of Mr. Milnes' educational unfitness for the post. As I stated on Monday, I doubt whether, in the interests of the teacher, it is desirable to publish the Report which the Board have received from the West Riding County Council upon his teaching capacity, but as the hon. Member presses for it I will lay copies of both Reports upon the Table.
