I beg to ask the Secretary of State for Foreign Affairs if he is aware that reports of great cruelty and oppression in the Congo Free State have been received from Mr. Jeffrey, of Ikan, and Mr. Ernest Cartwright, of Baronga; whether he can give the House any official information on these reports; and what action, if any, he proposes to take.

His Majesty's Consul at Boma has sent home a letter received by him from Mr. Cartwright in regard to the incidents alluded to. They have already been brought to the knowledge of the Judge Substitute, and it would not appear that there is at this stage, at any rate, any further action to be taken as regards this particular case.
