LYNCH (Yorkshire, W.R., Ripon)I beg to ask the Secretary of State for Foreign Affairs whether Article XII. of the agreement between the Porte and the Imperial Ottoman Bank, providing that any deficit on the Macedonian Budget shall be made good by drafts on the existing yield of the Customs, is confirmed by the Reglement for Macedonia; and whether it is still in force.
