CAMPBELL-BANNERMANI would appeal to my right hon. friend 1254 to await the publication of the Letters Patent of the Transvaal Constitution, where he will find the conditions governing the termination of the Chinese labour experiment set forth in full accordance with the declared policy of His Majesty's Government and their pledges to Parliament.
