MR. MACKARNESS (Berkshire, Newbury)

To ask the Secretary of State for Foreign Affairs whether the delay on the part of the Portuguese Government in granting facilities to the Robinson Group of Mines for recruiting Kaffirs in Portuguese territory is caused by the opposition of the mine owners belonging to the Witwatersrand Native Labour Association; and, if so, what steps have been taken by His Majesty's Government to remove that opposition, and with what results.

I have represented strongly to the Portuguese Government the importance which we attach to this matter, but no satisfactory settlement of the point has yet been reached. The Portuguese Government state that it would be a breach of the arrangement made by their Governor with the Witwatersrand Association.
