MR. LONSDALE

I beg to ask the Secretary of State for Foreign Affairs whether the enforcement of the provisions of the Bait Act by the Newfoundland Government against Colonial fishermen who enlist on American vessels involves a breach of the modus vivendi concluded with the American Government; whether the American Government have yet made any representations on the subject; and what steps His Majesty's Government propose to take in reference to the matter.

SIR EDWARD GREY

I am not prepared to say, on the information received, whether what has occurred is technically a breach of the modus vivendi, but its practical working has not hitherto been interfered with. The United States Government have made friendly representations in the matter, which is under consideration.

Is the right hon. Baronet aware that the Under-Secretary for the Colonies promised Papers on this matter at the beginning of last week. Can he say what is the reason for this prolonged delay?

I will inquire. I have not yet seen the Papers in proof. I understand that they are at the Colonial Office. I will have them issued as soon as possible.
