MR. BRACE (Glamorganshire, S.)

To ask the President of the Board of Education, whether his attention has been called to the effect upon heavily rated education authorities, of the system adopted in the dispensation of the new special aid grant, voted for this year; and whether, in the Bill promised for next session, he will have regard, in the dispensation of all Exchequer grants for education, to the proceeds of a rate of a penny in the pound divided by the number of elementary school children to be educated, to the existing school provision, and to the liabilities now borne by operative districts which have had in the past few years to burden themselves heavily in the provision of new council school accommodation.

(Answered by Mr. Birrell.) I have nothing to add to the reply I gave on the 16th instant to the hon. Member for Essex (South-East).† The matter is being very carefully considered.
