I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland, when does he expect the Arterial Drainage Commission will present its Report; does he hope to be able to introduce legislation on this subject next year; and, pending legislation, will any effort be made to give new landowners, now becoming directly liable for drainage rates, representation on local drainage boards.

I am informed by the Secretary to the Arterial Drainage Commission that the Commissioners expect to present their Report early next year. Until the Report has been received and considered, I cannot make any statement as to the possible introduction of legislation. Under the existing Acts, new proprietors of land who are liable for drainage rates or charges, become electors in the case both of drainage trustees and of drainage boards.
