I beg to ask the Secretary to the Admiralty whether with reference to an order given by an officer on the Marine Parade at Portsmouth on the 24th November, 1905, to a stoker to "Get down on your knees, you dog," he has made inquiry of the commander on the occasion, and also of the officer of the watch; and, if so, can he now state the name of the officer by whom the order was given.
