DALZIEL (Kirkcaldy)I beg to ask the Secretary to the Admiralty whether with reference to an order given by an officer on the Marine Parade at Portsmouth on the 24th November, 1905, to a stoker to "Get down on your knees, you dog," he has made inquiry of the commander on the occasion, and also of the officer of the watch; and, if so, can he now state the name of the officer by whom the order was given.
