I beg to ask the Secretary to the Admiralty whether his attention has been called to a case in which a young engine-room artificer was arrested and marched through the streets by a naval patrol for wearing a shirt not of the regulation pattern; whether, in such a case, the offender would be entered as a criminal in the annual Returns of the naval crime; whether he is aware that these minute regulations as to dress and their strict enforcement, ordered under the King's Regulations and Admiralty Instructions, Article 530, Clause 1, have caused considerable irritation and been the cause of numerous desertions; and whether he will consider the advisability of issuing such instructions as will prevent such cases in the future.
