MR. LLOYD MORGAN (Carmarthenshire, W.)To ask the Chancellor of the Exchequer whether the proposed alteration in telegraph guarantees in rural districts, whereby the Postmaster-General takes two-thirds of the risk, will apply to existing guarantees or only to those entered into after the passing of the Finance Bill.
