I beg to ask the Secretary for Scotland whether the expediency of taking over the public health administration of the island of Lewis has yet been considered, especially having regard to the recommendations contained in Dr. Dittmar's Report on the sanitary condition of the island, which was placed in the hands of the Local Government Board for Scotland more than a year ago; and to the fact that the local authorities, in endeavouring to give effect to the Public Health (Scotland) Acts, have already imposed the maximum rate fixed by statute, and are powerless to enforce the provisions of the Acts.
