I beg to ask the Postmaster-General whether the extension of the privileges under the halfpenny book-post, foreshadowed by the Chancellor of the Exchequer, will pro- vide that claims of occupiers and lodgers to be placed on the register of electors will pass through the post at the halfpenny rate.
