To ask the President of the Local Government Board whether local sanitary or factory inspectors have powers of inspection in the case of railway offices or other buildings on railway property.

(Answered by Mr. John Burns.) I presume my hon. friend has in view cases of the kind to which he referred in his Question of the 28th March. If, then, he refers to buildings used as workplaces for clerks or others in similar employment and alleged to be so overcrowded while work is carried on as to be dangerous or injurious to the health of those employed, the circumstances might be such as to enable the local authority to use the powers of entry and inspection conferred by the Public Health Acts. Any question as to the powers of the factory inspectors would be a matter for the Home Secretary.
