I beg to ask the Under-Secretary of State for the Colonies whether, in future, in official records and documents, such nomenclature can be adopted as will avoid the common classification of our civilised British Indian fellow-subjects with African races upon an altogether different plane of civilisation.

MR. CHURCHILL

The Secretary of State is not aware that there has been failure in the past to preserve the distinction between educated and civilised British Indians and the uncivilised members of African races, and His Majesty's Government are fully alive to the importance of maintaining the discrimination.
