I beg to ask the Secretary of State for the Home Department whether, in view of the uneasiness prevailing in the public mind on the practice of vivisection, he will advise His Majesty's Government to grant a Royal Commission to inquire into the whole system.

The present law was based on the Report of the Royal Commission of 1876. Since then there have been great changes in medicine and the methods of scientific research. I assent to the view that it is desirable that an inquiry should be held, and I will consider what form the inquiry should take.
