I beg to ask the Postmaster-General whether the terms of reference of the Committee of Inquiry into the alleged grievances of the Post Office staff" will include the case of the learners.

It will not, I hope, be necessary for the Committee to deal with the case of the telegraph learners, for I am glad to announce that I have been able to carry out a scheme which will materially improve the position of telegraph learners. The details of the scheme as regards the pay have been published to the staff in the Post Office Circular, a copy of which I will forward to the hon. Member.
