To ask the Chief Secretary to the Lord-Lieutenant of Ireland, if he is aware that Mr. Martin Roche, of Ballyboro, Clonroche, Enniscorthy, county Wexford, has been refused a loan of £90 by the Board of Works fox the erection of a hayshed and stable on the holding on which he lives, and which he owns in fee; if he is aware that Mr. Roche has also purchased, under the Land Purchase (Ireland) Acts, the adjoining holding which, together with the holding on which he resides, would afford ample security for the loan in question; and if he will give the necessary instructions to the Board of Works for the granting of the loan.

(Answered by Mr. McKenna.) No application from a Martin Roche for a loan can be traced. A Mr. Martin Flood of Ballyborough, Clonroche, Enniscorthy, applied for a loan in November last, and his may be the case referred to. He was the tenant, not the owner, of two holdings, and wanted to place on the smaller holding a hay barn too large for it, and to give as security also the second holding. Where there are two separate holdings, the Board have to consider only what is suitable for the one on which the works are placed, and they do not allow one holding to be burthened as security for a charge which arises on another holding. The loan was not proceeded with. Mr. Flood is in treaty for the purchase of his holdings; and, when the purchase has been completed, it may be possible to review the case, as the two holdings would then be merged in one owner.
