To ask the Postmaster-General if he will state what steps have been taken by him to regulate and improve the position of telegraph learners.

(Answered by Mr. Sydney Buxton): I am glad to announce that I have been able to carry out a scheme which will materially improve the position of telegraph learners. The details of the scheme as regards the pay have been published to the staff in the Post Office Circular, a copy of which I will furnish to the hon. Member.
