I beg to ask the Secretary of State for Foreign Affairs, having regard to the rejection of deserters from the Russian Army from this country, is he aware whether there is an arrangement or understanding between Germany and Russia to mutually surrender deserters from their respective armies; and, if he does not possess such information, will he take steps to ascertain if such an arrangement is in operation or not.
