ARTHUR LEE (Hampshire, Fare-ham)To ask the Secretary of State for War whether he will renew the tentative arrangement, made two years ago, under which the qualifying service for promotion from lieutenant to captain in the Royal Engineers was reduced from eleven to nine years, which arrangement, if not renewed, will expire on the 31st instant.
