§ * MR. GLADSTONEPower is given by statute to the Watch Committees of boroughs and the chief constables of counties to punish misconduct in policemen by fine as well as by other forms of punishment. The power seems to me to be a reasonable one and I am not prepared to take steps to put an end to it.
