To ask Mr. Attorney-General whether it is intended to re-introduce the Bill recommended by the Beck Commission, providing machinery to compel a judge at a criminal trial to state a case for the Court for Crown Cases Reserved.

(Answered by Sir Lawson Walton.) It is not proposed to reintroduce the Bill recommended by the Beck Commission goods. On the receipt of more recent complaints that the prohibition is being enforced against British merchandise, His Majesty's Minister at Peking has been requested to inquire into the matter, and he has despatched the Commercial Attaché to His Majesty's Legation to make investigations at Newchang and to furnish a Report. The evacuation by the Japanese troops of Chinese territory is fixed to take place eighteen months from the signature of the Treaty of Portsmouth of 23rd August 1905.
