I beg to ask the Secretary for Scotland whether he is aware that, in the Sound of Kilbrennan, herring fishing is being systematically prosecuted during daylight hours, in contravention of the Act 52 and 53 Vic, c. 23, s. 5; and whether, in view of the injury thereby done to those fishermen who abide by the law, he will now direct the Scottish Fishery Board to perform their duty in securing the enforcement of the statute.

I am not aware that there has been systematic contravention of the Act 52 and 53 Vic, c. 23, s. 6, but on Friday last the Fishery Board for Scotland received a complaint on the subject, and telegraphed to the commander of the fishery cruiser "Vigilant" instructing him to proceed to the Sound to inquire and report on the matter. If the complaints prove to be well founded, steps will be taken to enforce the law.
