I beg to ask the Secretary of State for Foreign Affairs if he can inform the House regarding the progress of negotiations with the Spanish Government as to the proposed changes in import duties in Spain, so far as these are export duties on goods manufactured in the United Kingdom, or barriers to their entrance into Spain.

I am not yet in a position to make any definite statement upon the matter.

I beg to ask the Secretary of State for Foreign Affairs if he can inform the House if goods supplied to customers in Spain, on contracts entered into early in 1906, will be subject to the tariff as in force at the time of contract.
