I beg to ask the Secretary of State for War whether advantage has been taken of experience gained during the late South African campaign to devise a scheme for the payment of men in the field, which will relieve captains of companies from much of the clerical work attendant thereupon, and thus insure that combatant officers will be more free to attend to their executive duties.

Yes, Sir. A scheme to this effect has been devised. It is based on the experience gained during the South African campaign.
