To ask the Under-Secretary of State for the Colonies whether his attention has been called to a meeting at Rossetenville, a suburb of Johannesburg, on the 17th June, to protest against outrages committed by Chinese coolies; and whether the Government will take steps to carry out the recommendation passed at that meeting, that the Labour importation Association should be compelled to compensate the victims of Chinese outrages.

(Answered by Mr. Churchill.) I have seen a statement to this effect in the Press. It does not seem possible to hold the Association, so long as it acts within the law, legally liable for the crimes of individual Chinese.
