I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland if he can now make a statement as to expediting payments of capitation grants to teachers; if not, what is the cause of the delay; and if it is the case that the reform required in the matter of payment of this money could be carried out with very little difficulty and expense.

MR. BRYCE

The Commissioners of National Education have made arrangements, with the sanction of the Treasury, to pay the annual residual capitation grant to the teachers in the month of April in future, that is to say, immediately after the expiration of the financial year to which the grant relates. The payment of the grant in respect of services rendered by the teachers in the first three months of this year is to be made forthwith.
