SIR SEYMOUR KING (Hull, Central)

To ask the President of the Board of Trade whether his attention has been directed to the rush which is now being made by Foreign masters and mates for pilotage certificates before the Merchant Shipping Act comes into force; and whether he will insert in the Bill a provision, that no alien pilotage certificate will be renewed which has been taken out after the date of the introduction of his Bill.

(Answered by Mr. Lloyd-George.) My attention was called to the point when the Bill was before the Standing Committee on Trade. I met it by moving an Amendment to the effect that the only pilotage certificates to aliens which should be renewable, were those which were granted before the 1st day of June 1906. This has now been inserted in the Bill.
