(Answered by Mr. Kearley.) The powers of the Board of Trade over the Trinity House are set out in Part XI. of the Merchant Shipping Act, 1894. It is hardly possible to define those powers in reply to a Question, but it may be stated generally that the control is mainly a financial one. The Trinity House have no power to spend money on lights or buoys without the sanction of the Board of Trade. The Board of Trade have no power to expend money for these purposes on their own initiative.
